New Finance Information

 New Account Numbers For Village Water Bills

Water billing account numbers have been changed. If you use an online banking service to pay your water bill, please provide them with your new account number immediately, to ensure that your payment is processed correctly. 

Identity Theft Protection Program

The Village of Clarendon Hills made changes to the information collected from residents for water service, as a part of an identity theft protection program.  This program is intended to protect customers, employees and the Village from problems associated with or caused by the loss or misuse of sensitive information which could be used in identity theft. New customers are required to fill out a revised water service application and produce government issued identification. In addition, all water billing accounts will be monitored for "red flags" or activity that indicates the possible existence of identity theft.   The establishment of the Village's Identity Theft Program and Prevention Policy is in compliance with the federal Fair and Accurate Credit Transactions Act of 2003.  For additional information regarding this program, please contact the Finance Department at (630) 286-5400.

2009 COMPREHENSIVE ANNUAL FINANCIAL REPORT
   

Department Purpose  

The Finance Department is responsible for maintaining the financial records of the Village, collecting revenues due the Village, assuring debts are promptly satisfied, billing for water usage, safeguarding of assets and providing financial information and support to all Village departments.  The Department ensures the Village's fiscal resources are utilized in a manner consistent with the intentions of the Village President and Board of Trustees.

Every year, the Village President and Board of Trustees review and approve the Village's Annual Budget.  The Finance Department is instrumental in the compilation of the Budget, which establishes management's fiscal plan for the year and controls departmental outlays, fund expenditures and capital purchases throughout the year.  A FY 09-10 Budget Summary is available at this link. Copies of the Annual Budget are available at the Village Hall and the Clarendon Hills Public Library, 7 North Prospect Avenue. 

The Finance Department maintains the responsibility of ensuring that adequate accounting data is compiled to prepare the financial statements in accordance with generally accepted accounting principles.  These statements are produced in the form of the Village's Comprehensive Annual Financial Report (CAFR). The 2009 Comprehensive Annual Financial Report is available at this link, the Village Hall and the Clarendon Hills Public Library.  The CAFR details the Village's financial activity and position, which is audited by an independent firm of Certified Public Accountants.  Information in the CAFR is not updated for developments subsequent to the date of the independent auditor's report. 

The Government Finance Officer's Association of the United States and Canada has awarded the Certificate of Achievement for Excellence in Financial Reporting to the Village of Clarendon Hills for its Comprehensive Annual Financial Report. A copy of this Certificate of Achievement is available at this link.  The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment for the Village of Clarendon Hills and its Finance Department.  This is the 20th year the Village of Clarendon Hills has received this award.   
    

Establishing Water Service

If you are new to the Village or moving within the Village, you must notify the Water Billing Department at (630) 286-5416.  A Water Service Application must be completed and brought in person to the Village Hall.  The Village is required to comply with the new Identity Theft Red Flag Rule issued by the Federal Trade Commission. This Rule is intended to minimize incidents of identity theft and fraud in the opening and maintenance of water billing accounts.  In order to comply, the Village must verify the identity of each person establishing a water billing account. 

If you are moving from the Village, you must notify the Water Billing Department at (630) 286-5416, in order to obtain a final read on your account.  
    

Water Bill Automatic Payment Plan

The Village offers the convenience of paying your Water Bill by electronic withdrawal directly from your checking or savings account at no cost.  This program is secure, reliable, eliminates the hassles of check writing and ensures your bill is always paid on-time, thereby eliminating late penalties. 

To enroll in the Automatic Bill Payment Program, simply complete an Authorization Agreement for the Automatic Bill Payment Plan Program and send it to the Village of Clarendon Hills Finance Department, along with a voided check. 

Program Notes:   

  • By enrolling in the Automatic Bill Payment Program, you are giving the Village of Clarendon Hills permission to withdraw the amount of each water bill from the account you designate.
     
  • Deductions from your financial institution will occur on the bill's due date (the last business day of every month).

 Sales Tax

Shopping locally strengthens your Clarendon Hills economy.  A portion of the sales tax collected on each purchase made in the Village is returned here.  Of the 7.25% in sales taxes collected on a purchase, 1% is returned to the Village and the remaining 6.25% is distributed between the state, county, Regional Transportation Authority and the DuPage Water Commission.  Sales tax receipts account for over $500,000 in the Village's operating budget.  These revenues are important for funding the delivery of police and fire protection, emergency medical and public works services.
