At the Village Board meeting held on February 2nd, the Clarendon Hills Village Board agreed to pursue the creation a special service areas (SSA) for the roads on Churchill, Grant and Hudson. The SSA would be used to fund 60% of a road improvement program for these streets. The remaining 40% would be funded by the Village.

The remainder of the streets in the Village were improved over a five year period beginning in 1995 through the use of SSA's. This road improvement program was funded through a 60% contribution from the affected residents and a 40% contribution from the Village. At that time. Churchill, Grant, and Hudson were not included in the road improvement program since they had been recently improved and served as early prototypes for the road improvement program. As prototypes, these roads were improved to higher standards than the 1995 program and were funded 100% by the Village.
    

It has been more than 20 years since these prototype road improvements and it is now time for Churchill, Grant, and Hudson to be improved. In addition to the road improvements, the Village is proposing the replacement of the existing gravel shoulder with a 2 foot concrete shoulder. Although, the installation of concrete shoulders has a higher initial cost, projections indicate that gravel shoulders will cost 24.6% or $547,863 more than concrete shoulders over the next 45 years. The primary reason for the cost savings is the concrete shoulder's ability to extend the life of the roads by securing the edges of the pavement.

The replacement of the gravel shoulders is being sought due to resident concerns over the years. In response to these concerns, the Village surveyed residents in 2008 regarding road design options.

The results indicated that 49% of respondents would prefer to maintain the current gravel shoulder and culvert system. However, there was significant interest in pursuing concrete shoulders (30.7%) and in pursuing a curb, gutter, and stormwater system (12.9%). Since 43.6% or respondents would prefer some improvement over the current system and concrete shoulders result in long-term savings, the Village Board decided to pursue the installation of concrete shoulders in the proposed SSA's for Churchill, Grant, and Hudson. The Village would eventually replace all gravel shoulders with concrete shoulders as roads were improved. 

Concrete shoulders have been used in many municipalities including Oakbrook Terrace and Downers Grove. Aside from the long-term savings, the concrete shoulders also provide a number of immeasurable benefits including: 

·         Improve the aesthetic appeal of the streetscape which may improve marketability and   
         
property values.
·         Create a defined edge of pavement which will result in fewer ruts.
·         Require less parkway maintenance for homeowners.
·         Improve drainage since less gravel will migrate into the ditch lines and culverts.
·         Reduce gravel in intersections and eliminate drop-offs between the street and shoulder.

During the road improvement program and the installation of the concrete shoulders, the Village will also be replacing the water main on Hudson  which is over 70 years old and are scheduled for replacement. This water main replacement will be 100% funded by the Village.

The Village hed a public hearing in March on the proposed SSA.
